Why is the LV County Cricket Championship Division 1 so tight this year?

This summer's cricket is very similar to 2004. Warwickshire took the title having won only 5 matches but drawing the rest.
Then as this year there was a combination of no 'whipping boys' and a higher percentage of drawn games. This is good for the game with teams proving difficult to beat. This year the English weather has also affected a lot of games towards the end of the summer.
